The BoE is finalising technical and operational standards for systemic stablecoin issuers — reserve composition reporting, attestation cadence, settlement finality, interoperability with tokenised bank deposits and CBDC, and data schemas for custody and redemption. These rules, locked in by end-2026, will shape how stablecoin infrastructure operates at scale in a major jurisdiction and influence global regulatory precedent. The community can supply working examples of on-chain reserve attestation, settlement interoperability patterns, and technical specifications for programmable payments already deployed on Ethereum and compatible chains.
EEA should convene a technical working group to prepare a substantive consultation response addressing: (1) interoperability standards between systemic stablecoins and tokenised bank deposits; (2) on-chain attestation and reserve verification mechanisms; (3) settlement finality and atomic composability with smart contracts; (4) data schemas for custody and redemption that align with existing Ethereum standards (e.g., ERC-20 extensions, verifiable credentials). Engage UK-based members (financial institutions, stablecoin issuers, infrastructure providers) to contribute use-case evidence and technical input.
